Error: Customized culture cannot be passed by LCID, only by name

All versions of Design Live and Design Flex

Upon entering an item's attributes screen, user will see an unhandled exception error message sayin Customized cultures cannot be passed by LCID, only by name., as follows:

This message will appear if the Windows environment has an older version of .NET Framework with a system language different than English (United States).

Troubleshooting Steps

1. Click the Start Menu.

2. In the search bar, type Region and open the Region Control Panel.
    

   

    

3. Choose English (United States) from the Format drop-down menu.
    

   

    

4. Click on Apply.
